It is a failure to provide equality of opportunity that is of greatest and most vital significance. When the rights to the natural resources of Africa are more fairly shared, there will be no chance for greed to dominate, as it is doing today. By taxation of land values instead of earnings, purchases and capital gains, is there a chance for the progress that is being made to more uniformly apply to everybody who can make an honest effort to earn and to provide for the family.
